The first meeting of Trade Facilitation and Industrial Development working group of PriSEC was held in the afternoon, Wednesday 18, November 2020, chaired by Hasib Faizi, Deputy Minister of Policy and Strategic Affairs of First Vice President of Islamic Republic of Afghanistan in Gulkhana Palace.
In this meeting, the delegates of the Co-Chairs of the Trade Facilitation and Industry Development Working Group, including in the Ministry of Industry and Commerce, the Ministry of Economy. Also, representatives of the permanent members of the working group including in the Investment Facilitation Unit, Ministry of Urban Development and Lands, Ministry of Mines and Petroleum, National Standards Office of Afghanistan, Kabul Municipality, Afghanistan Breshna Sherkat, and private sector representatives from Afghanistan Chamber of Commerce and Investment, Women Chamber of Commerce and Industry, Afghanistan International Chamber of Commerce, Stakeholders and representatives competing with the Afghanistan Trade Development Project (AAT) participated.
The Secretariat of the PriSEC Committee first introduced the term of reference of working group 4, including the goals, mission, role of permanent members and Co-Chairs.
The main objectives of the Fourth Working Group are to support industry development, improve competitiveness and standardize domestic production, develop industrial park infrastructure, enrich and develop policy frameworks, and facilitate effective integration into regional and international trade.
During this meeting, the ToR of Working Group 4 and priority reform programs, including the establishment of a special office to address private sector challenges, the development of a national strategy for industrial development, the development of a roadmap to implement Afghanistan’s national trade policy And the strategy of a productive Afghanistan, simplification of procedures to facilitate access to and reduction of electricity, and strengthening the framework and content of trade and transit agreements with Pakistan, as well as the establishment of a preliminary review committee for land applicants in four industrial zones, were discussed and approved.
It was also decided that in the next meeting, specific plans regarding the implementation of the proposed reform programs would be prepared by the relevant ministries and departments in cooperation and coordination with the Secretariat of the PriSIC Committee and presented to the meeting.
