In an event arrange by PriSEC Committee under supervision of the Office of First Vice President of the I.R.A. program on February 8, 2021, in Government Media and Information Center (GMIC), four memorandums of understanding has been signed between the Ministry of Finance, Ministry of Industry and Commerce, Ministry of Interior and National Statistics and Information Department to connect their electronic systems.
The purpose of signing the memoranda is to simplify and shorten the process of obtaining and renewing business passports and prevent the distribution of multiple tax identification numbers (TINs), in order to further support the private sector, attract them for more investment, prevent capital flight and improve national revenues.
The memoranda are as follows:
1. Memorandum of Understanding between the Deputy Minister of Revenue and Customs of the Ministry of Finance and the National Statistics Office and Information for connecting the electronic systems of the two departments (TIN department of revenue and electronic Tazkera of statistical department) and preventing the distribution of multiple identification numbers.
2. Memorandum of Understanding between the National Statistics and Information Department and the General Directorate of Central Registration of the Ministry of Industry and Commerce, to establish the National Statistics and Information Office of the Electronic Tazkera Distribution Department. Central Registration Unit is capable of distributing at least one hundred electronic ID cards per day. The integration of electronic systems of two departments prevent the distribution of multiple identification numbers.
3. Memorandum of Understanding between the General Directorate of Passport Systems of the Ministry of Interior and the General Directorate of Revenue of the Ministry of Finance (RMIS) to facilitate the process of distribution and renewal of commercial passports, and facilitate the process of revoking the business license.
4. Memorandum of Understanding between the General Directorate of Passport Systems of the Ministry of Interior and the Central Registry of the Ministry of Industry and Commerce to facilitate the distribution and renewal of commercial passports and other similar issues.
Under the MoUs, the parties pledged to increase their level of coordination by connecting electronic systems and sharing information, to provide more convenience to interior entrepreneurs, to prevent them from wasting time and money. Thus, entrepreneurs would have more time to improve and grow their businesses.
Following the signing of these memoranda of Understandings, which is valid for three to five years, the Afghanistan Chambers and Afghanistan Chambers Federation will supervise the timely implementation of the Memorandum of Understandings’ articles and report to PriSEC Working Group 3 and the Office of First Vice President.
