Focus Areas

Working Group (WG) 5 focuses on facilitating the process of regulatory amendments and procedural changes for private sector development sourced from major national documents, private sector consultations and legal reforms proposed by other Working Groups within PriSEC. Developing, amending and improving regulations and laws are cross-cutting issues relating the themes of other four working groups. WG 5 works on advancing and achieving all 4 sub-strategic priorities identified in Private Sector Development National Priority Program (PSD-NPP, 2018-2023) in terms of addressing legal and regulatory challenges. The WG is also providing legal support to improve Afghanistan’s ranking in World Bank’s Doing Business Indicators Report, particularly in the following areas:

  • Registering Properties
  • Enforcing Contracts
  • Solving Insolvencies (Legal aspects)
  • Protecting Minority Investors (Legal aspects)

The WG is scheduled to meet twice a month, at least 24 times a year; the meetings are called per the consensus of the minimum two co-chairs of the WG. For detailed information about the WG 5 mandate, objective, members and scope, download the WG Terms of Reference (ToR).
