The fifth meeting of the Investment Facilitation and Promotion Working Group was held on Wednesday, January 27, 2021, in presence of the Co-Chairs and members of the working group in the conference hall of the Afghanistan Chamber of Commerce and Investment. The meeting was chaired by Seyed Zaman Hashemi, chairman of the board of directors of Afghanistan Chamber of Commerce and Investment, in coordination with the Investment Facilitation Unit and the Ministry of Finance.
Important topics discussed at this meeting include the following;
- Modify the process of distributing multiple tax identification number (TIN)
By signing two memoranda of understanding 1. MOU between the Deputy Minister of Revenue and Customs of the Ministry of Finance and the National Statistics and Information Office 2. MOU between the National Statistics and Information Office and the Central Registry. After implementing the provisions of the memorandum, the private sector will ensure that the memorandum is implemented as it is signed.
- Afghanistan Payment System (APS)
There is a responsible department and committee for the implementation of the Afghan payment system in the Central Bank, only a small part of which belongs to the Ministry of Finance. Therefore, this reform was transferred to the first working group of PriSEC (financial sector development).
- Facilitate access to land
The Public-Private Partnership team completes the primary content of the regulation by 90% and participates with the relevant bodies and the private sector (chambers and federations). Before the next meeting of working group 3, they will share the draft with the relevant bodies and the private sector (chambers and federations) to gather their opinions.
- Facilitate the access of the Passport General Office to the information of the Registration and Revenue Department
The technical equipment is ready to connect the electronic systems of the Passport General Office with the Revenue Department and the Central Registry. Two Memorandum of Understanding is; 1. An MOU between the Passport General Office Systems and the Revenue Department of Ministry of Finance. 2. A MOU between the Passport General Office and Registry Departments of the Ministry of Industry and Commerce. The MOUs will be signed between the three departments on the 3rd of February, then the private sector will follow up on this issue so that the Memorandum can be properly implemented.
- New draft of private investment law
By decree of the President, the law has been assigned to the Investment Facilitation Unit of the Office of President. The Investment Facilitation Unit has requested the Minister of Industry and Commerce, Mr. Ghoriani, to share the final draft of the law with the Investment Facilitation Unit in an official letter.
- Brand activation (Invest in Afghanistan)
The Investment Facilitation Unit of the Office of President and the Ministry of Industry and Commerce agreed that both departments would work on their systems/websites and add the information needed by investors.
Distinguished representatives of the Ministry of Finance, Investment Facilitation Unit – Office of President, Chamber of Commerce and Investment, PriSEC – First Vice President, Ministry of Finance, Ministry of Industry and Commerce, National Statistics and Information Office, Ministry of Mines and Petroleum, Afghanistan Chambers Federation, the Passport General Office, the Chamber of Shopkeepers and Craftsmen and the Chamber of Agriculture attended the meeting.
