On 7th November 2020, the first meeting of PriSEC’s third working group “Investment Facilitation and Promotion” was held in the conference hall of the Gulkhana with the presence of the Senior Advisor to the First Vice President, representatives of the private sector from the Chamber of Commerce and Investment, Chamber of Women, Chamber of Agriculture and livestock, Chamber of shopkeepers and craftsmen. The meeting was co-chaired by the Ministry of Industry and Trade, the Ministry of Finance, and the Afghan Chamber of Commerce and Investment.
At this meeting, detailed information was provided regarding the reforms of the Working Group 3, the duties of the Co-Chairs, members, and the Secretariat of the PriSEC Executive Committee. After technical discussions, it was decided to implement the following amendments as the priorities of Working Group 3. Relevant bodies and ministries were instructed to draw up their work plan, begin practical work on implementing the reform, and report on its progress to the next meeting of the working group;
- Solve the problem of distributing multiple tax identification number (TIN)
- Merger the database of the General Directorate of Central Registration and Intellectual Property, the General Directorate of Revenue, the Passport Directorate, and other departments to facilitate the process of obtaining, renewing, and revoking business licenses
- Implementation of Afghanistan’s payment system
- Amending the law on private investment and the law on renting and renting government properties.
As a result of the discussions, the proposed list of priority amendments for working group 3 of PriSEC was reviewed and approved to be included in the next working group meeting.
According to the ToR of the working groups, the next meeting of working group 3 will be held after two weeks.
