The third meeting of the Agribusiness and Export Development Working Group was held on 5 January 2021 in the conference room of the Ministry of Industry and Commerce under the supervision of Rashad Bakhtiari, Director General of Industries of the Ministry of Industry and Commerce.
In the meeting, firstly the progress report of the underway reforms was presented and the sub-division of other reforms of the working group was discussed. The two underway reforms are;
- Implement 6% Subsidy for Carpet Procedure according to HEC decision
Regarding the progress of the reform, it was reported that a technical committee was been established and they have held several technical meetings. The Ministry of Industry and Commerce has prepared an implementing mechanism draft for this reform and incorporated the views of the members of the technical committee. About $4 million has been proposed in the 1,400 year national budget to implement the subsidy. The Ministry of Industry and Commerce will hold more technical meetings to finalize the draft.
- Finalize and endorse the new export procedure, procedure for temporary exports of gold, and procedure for precious stones and marble
The primary draft of the export procedure and the temporary gold export procedure were presented to the meeting and it was decided that the procedure should be shared with the chambers for consultation and integration and would be finalized during a technical meeting. The Ministry of Mines should follow up to prepare and finalize the procedure for precious and semi-precious stones.
In this meeting, esteemed representatives of the First Vice President, Ministry of Industry and Commerce, Ministry of Economy, Ministry of Agriculture, Irrigation and Livestock, Chamber of Agriculture and Livestock, Afghanistan Women’s Chamber of Commerce and Industries, Investment Facilitation Unit of Administration Office, Afghanistan Competitiveness of Export-Oriented Businesses Activity (ACEBA), Customs of the Ministry of Finance, National Standard Office of Afghanistan, Chambers Federation, International Chamber of Commerce and Afghan Women’s Business Federation participated.
